'Welcome to Google!' it says - but when you click on that button you've legally agreed to everything. And you've also agreed to the terms specified at the URLs embedded in that agreement.

Here they are again in case you missed them.

And as regards that first URL you've agreed that you agree to whatever they write there both now and in the future.

'As a condition of downloading and using the Software, you agree to the terms of the Google Pack Privacy Policy at http://pack.google.com/intl/en/policy_info.html, which may be updated from time to time and without notice.'

Think about that: click on that button and install and you agree to anything they come up with. Further: you've agreed it's your legal responsibility to continually check (with your expensive lawyers of course) what they modify at that URL and to immediately uninstall their software if something about their new conditions does not please you.

And if that isn't a mouthful nothing is and nothing will ever be. But remember: Google have better lawyers than you.
